　　中国移动深圳所有的移动售卡网点2007年到2009年是由广州明镜市场调查公司来完成的。三年间对全深圳移动手机售卡店面进行暗访，由明镜调查公司直接招聘调查员扮作神秘顾客，暗查中国移动售卡网点的宣传物料摆放、销售人员服务态度和对移动公司业务知识、充值卡价格【30元移动充值卡只可销售30元50元只可销售50元不得加价】、各神州行、大众卡、动感地带套餐套卡的价格【列如含50元话费移动号码卡只能售价55元95元话费的移动号码卡只能售价100元不得超过其销售价格，不得超出规定售价其他活动可以让利销售】这都是移动公司对销售网点所执行的标准规定。移动的售卡网点的代理级别是按一星到六星来分类，中国移动代理点、中国移动指定专营店、中国移动沟通100，暗访移动售卡网点的评分成绩和移动售卡网点分区的渠道经理业务成绩直接影响着渠道经理的饭碗和薪水水平。
　　广州明镜驻深圳督导明伟曾在2007.2008.2009年以中国移动深圳地区店面暗访考核评分为由向深圳移动渠道经理进行多次敲诈勒索得手三百多万，因为中国移动深圳各区的几千家售卡网点的暗访评分成绩数据在督导明伟管理和安排下可以随便任意改动，开始时渠道经理为了保住自己不丢工作对负责深圳调查督导明伟请吃请喝后来变成有组织性的直接向深圳关内和关外的中国移动售卡店面收受保护费。收受贿赂的标准三星中国代理点一到二百元、中国指定专营店三到五百元、中国移动沟通100从一千到两千元【这些都是由移动公司渠道经理统一收取，收取后大部分交与广州明镜督导明伟，小部分则留与渠道经理做为劳务费，拒交的移动售卡门店暗访成绩扣分概不负责，深圳各区的移动渠道经理为了使自己分区的评分不低于其他分区只得争先恐后的收取保护费】。交付了这些保护费后三星以上的售卡网点则是满分。在移动店面暗访前，明镜调查公司督导明伟会事先告知各深圳分区的渠道经理暗访内容【如暗访时间此次中国移动考核的数据业务知识】，以便中国移动深圳分区各售卡网点可以提高暗访考评成绩，骗取移动对与销售门店的高额代理补偿费用，以及移动售卡网点店面可以随意对移动号码卡和移动充值卡进行加价销售。
