　　英语四六级考试只要交钱就能报 也能社会报名?

　　教育部规定，2007年1月起，报考四六级考试的考生须是全日制普通高校专科、本科和研究生在校生，以及各类全日制成人高校院校本科、专科在校生。也就是说，四六级考试不再接受非在校生报名。

　　日前，在红旗南路的一家复印店橱窗上却出现了一则“大学英语四六级社会报名”的广告。随着记者连日来的明察暗访，谜底逐渐浮出了水面……

　　提醒：非在校生不可能参加报名考试

　　教育主管部门相关负责人表示，根据教育部的规定，天津市只允许全日制普通高校专科、本科和研究生在校生，以及具有各类全日制成人高校院校本科、专科在校生学籍的学生参加四六级英语考试。没有上述学籍管理的社会人员根本无法通过报名审核，更不用说考试了。在此也提醒广大社会人员千万不要听信一些招生单位和培训机构的花言巧语，上当受骗。

　　复印小店 打出“社会报名”广告

　　根据读者提供的情况，记者来到了位于理工大学对面的一家复印店。窗口张贴的一张告示上醒目地标有“大学英语四六级社会报名”字样，以及一串电话号码。复印店内一名女子说，告示是替一名朋友贴的，上面的电话就是朋友的，想参加四六级考试，可以直接找他报名。

　　按照告示上的电话号码拨打过去，接电话的男子表示的确可以从他那里报名参加大英四六级考试，只要交纳500元报名费和两张蓝底照片就可以了。接着他说出了一个报名地址。他说自己只有周末在，还有一名工作人员是长期在那里办公。

　　报名点称 能报名还帮找“枪手”

　　前天（10月18日），以给已经毕业的家人报名为由，记者如约来到了位于“再生资源研究所”二楼的一间出租办公房内。屋里只有简单的办公设备，墙壁上贴满了各种培训机构的宣传广告。记者询问这些考生的名额都来自什么地方时，自称姓王的男子当即回答：“其中一部分来自‘中德职业学院’，另一部分则来自外地的一所大学。这些名额都是学校教务处的人给的。”男子还表示，他这里可以代替找考试“枪手”。

　　记者追问在这里交纳报名费，是否肯定能参加四六级考试，并获得国家认可的证书。男青年拍着胸脯说：“我们都搞好几年了，你就放心吧。”他还透露说，今年，仅“中德”就给了他们20多个名额。这些名额都是该校用不了，才分给他们的。

　　中德学院 “没有名额放到社会”

　　昨天（10月19日）下午，记者首先来到了中德职业学院南院询问此事。该学院负责教务工作的吴处长说：“不是我校在学学生，根本无法参加报名。”吴处长表示，该学院大多数学生只需要参加英语AB级考试，参加四六级英语考试的只有很少一部分。学生从入校之日起，学校

　　就会给每个人设立一个学生名称和密码。对于需要参加四六级考试的学生，他们只接受网上报名，经审核后向上申报。只有在该校管理软件上注册了学生名称的学生，才能进行报名。对于没有注册的学生名称，软件根本不会受理报名。他们也没有将名额放给“社会报名”。

　　吴处长还介绍说，此前他曾经接到过一个电话，询问该校是否接受社会报名，并表示有人说该校有社会名额。由于只是一个人询问，所以没太注意。

　　在中德职业学院北院，教务处负责人更是给出了明确的回答：“谁要是在那儿交钱报名了，最好尽快报警。谁要是说名额来自我们，肯定是在行骗。”

　　报名男子 “最多只算违规行为”

　　记者再次拨通了这名王姓男青年的电话。听说记者在调查中，中德职业学院对他的说法均表示否认时，这名男子说：“你直接去问，他们当然不会说了。”听到记者提醒说，如果根本没有名额而收取报名费，其行为涉嫌诈骗时，这名男子不以为然地说道：“我有根。”他还解释说：“只要我真有名额，法律对这一块并没有规定，最多只算违规行为。”说完，男子就挂断了电话。
