　　一、自2004年西峡县事改企之际（南阳市及其它县并没有改企）他命令全县马路职工非法参股，并声明：局级干部人人参股20万元/人–150万元/人，副局级干部人人参股20万元/人—80万元/人，吕明波宣示谁参股最多谁就是董事长，他参股了150万元，全体普通职工人均一万元。（职工们的股份二年后才退还，不过并没有达成任何分红）他利用赢利的钱把全体职工的钱给退了，不过局级干部至今未退。它们至今无上赢利累计分红壹仟多万元，最低分红几十万到几百万元不等，年关分红人均至少都在四十多万元左右。他视全体职工为赚钱的工具，拿职工的血汗钱来牟取暴利。为稳固权益，它们又安排两名副职并给人人分配三十万元的干股参与分红。
　　二、他利用自个儿手中的权柄私自将原马路局位于西峡县城灌河河西的八百亩地以3亿元的价钱卖给洛阳天骄房地产开发企业，这笔非法卖地得来的巨额款子却不知去向。他为了对付上级查缉，专门找人做职工假月薪表，并要挟全体职工不准讲出实情。现下马路局全体职工的月薪都是按照他私自制定的月薪表执行的，而劳动局答应制定的月薪表他却拒不执行，他甚而在职工大会上声言，谁也休想告倒他，他还说自个儿的关系已经明达到市里了，县纪检部门和反贪局根本奈何不了他。之前也曾有职工气然而他的伪劣行径而上访，不过上级部门派来的调查组都被他施以手眼瞒哄以往。
　　三、他利用职工应得的酬劳大搞营利工程和政绩工程，经他修筑了：200万买下寺山宾馆，400多万元买下寺山又投入了2个多亿搞旅游开发区。仅寺山旅游区资产已达2个亿左右，寺山宾馆也投入了两千多万元，他却以低价30万元承包给他的情妇刘红娟打理，它们好从中私人获利。他以改制为前提，将所属马路房产私自转到他私人企业的名下，并抢劫。前营超限站、南塘岗马路局、封湾路路企业、南塘岗中州企业、药厂西边工程企业、312养护企业国道大楼、各工区道班房产等都有照片儿为实。
